If you look closely, you can see that Tozus has grown beyond a camp now; the gnomes have been busy constructing new buildings and all in all they're doing rather well.

I do believe that ship resonated with a magical gem that they found.

They've named the Galbana after their favorite flower, the lovely galbana lilies of the Dalmascan Estersands. This ship has significant meaning to Penelo and Vaan both. It cannot join Alexandria's fleet!

Besides, does it matter if this airship was obtained illegally or not within Ivalice? Remember, Alexandrian law doesn't correspond across regions and worlds.
