[Action] Heads of State, Redux

[The setting is the old Black Mage Factory underneath Dali. An unusual situation, but as it turns out, the only place spacious enough to accommodate all the heads of state in attendance, while maintaining a sense of security for all involved. At least, this was the explanation provided by the mayor of the town, a crabby sort of man who didn't like the intrusion. Old machinery, starting to rust, looms all around. Ghosts of a mysterious past. An expansive table has been provided, as well as cushioned chairs, and an occasional villager scurries around, providing drinks and refreshments for all in attendance.

Introductions are made and small talk bandied about. The time of business is now at hand.]
