It could range from multiple things, from nothing more than a sick sense of enjoyment to intentionally trying to worry or cause heavy turmoil on someone specific.
Using an infant? Clever, considering people are incredibly predictable and tend to have a soft spot that bleeds whenever a child or something young is threatened.
