Everyone, if I may have your attention.

[If Jihl had her glasses, she would adjust them here. For now, she'll settle for moving a few strands of hair from her face.]

Many of you do not know me, so allow me to introduce myself. My name is Lt. Commander Jihl Nabaat, Director of PSICOM, a branch of Cocoon's military.

Many of you have come to know a certain group of people from my world. They are known as Pulse l'Cie, and they are dangerous. They have been branded by what is known as a fal'Cie from Pulse, the dangerous world below Cocoon. You will know them by the brands they are marked with. They are considered dangerous enemies of not only Cocoon, but of this world as well. They will not hesitate until all is destroyed.

This is only a warning. So far, there are five from my world here that are capable of such. Four of them have already tried to take down the government that I serve. I only wish to warn those in charge here, and the rest of the inhabitants of Gaia of their destructive behavior.

The fifth l'Cie has not shown any abilities that the others have. She is under observation, but not ruled out as a threat as of yet.

They have destroyed more than their fair share of my world, and have killed more innocents then I can count. They have incited panic amongst the populace, and have tried to overthrow a government that only wishes the peace and well-being of all it watches over.

You are sure that your government isn't the one who has destructive behavior? After all, normally, when there are those who try to take down a government's power... it's usually because the government themselves have done something wrong to provoke such anger.

Normally, of course. But I suppose you have a reason that makes them different? After all, a branding not enough to make one change their mind unless the person, or in your case, the fal'Cie of Pulse, are the ones that somehow did this. But, even then, there is still that other side who believe you are in the wrong. Now... why would that be?

All l'Cie, Pulse or Sanctum origin, are given a focus by the fal'Cie that brand them, and it is always to destroy Cocoon. All the government wishes is to stop this threat. That is why they believe I am in the wrong.

After dealing with his son's pompous friends, the usual flamboyant geniality that Cidolfus is known for seems to be slightly toned down. It could have something to do with the Director of PSICOM speaking of the end of the world caused by the hands of a few rogues, or the fact he's in a sour mood. You mean to say there are more terrors amongst us who wish to annihilate this realm? If so, then surely this charge falls upon those who wield power here within this land.

Very carefully, I would venture. They had tried to take down our government, which would mean taking down all of the fal'Cie that helped run our world.

I can only assume that they will start with a general wave of chaos. Any other actions they wish to do are beyond me.
