Yes. There are not as many as usual though. I wondered if they went out into the mire, but could not get a word in edgeways... Also, there is no imperial presence here. Plague could be why the Qijirn are the only ones left. As Beastmen, they're resistant to what would normally infect and kill us.

There is so much threat to this small populace, it is difficult to determine what exactly the cause is. There was a dimensional tear north of Nashmau in the area known as the Hazhalm testing grounds.

According to the documentation I recieved the Imperial alchemists attempted to bind voidsent creatures to the form of most recent blue mages. Voidsent is exactly as the name implies. Not of this plane. Ahriman, Demon... all kinds of unclassified things are part of the term. Most alarmingly, the portal could not be shut. The empire sealed off Hazhalm and evacuated all of the alchemists after reports that Odin himself had come from the portal and had been sighted in Caedarva Mire and as far to the empire's doorstep as the Wajoam woodlands..

It leads to a new possibility, that Odin himself has destroyed all aligned to the empire in Nashmau. He would spare the qijirn. While they are shrewd merchants which have served the empire, they secretly serve the corsairs. Every Immortal knows this, yet they are useful to the empire and still value coin above anything else; so no order has been given to destroy them. Thier use far exceeds the fact they deal with rebels.

...Other than that, what you suggested, and plague, there is a strong possiblity that the Lamia have taken the populace. They are well known for raiding Nashmau and charming, then killing, then reanimating soldiers into their service.
